Darin sind bestimmte Gebiete zur baulichen Freihaltung für die Landwirtschaft, Landschaft oder Ökologie vorgesehen. In anderen Gebieten ist die Widmung von Sonderflächen für Freizeit- und Sportanlagen zulässig, in den Kernzonen von zentralen Orten ist die Widmung von Sonderflächen für Einkaufszentren möglich.
